Constitution guarantees republic, Islamic aspects of the system: Raisi
TEHRAN – Iranian President Ebrahim Raisi has underlined the need for implementing the constitution, saying it guarantees the republic and Islamic aspects of the Iranian polity.
Speaking on Saturday morning at the national conference of "Responsibility for the Implementation of the Constitution," Ayatollah Raisi described the constitution as the national covenant and the embodiment of the glorious Islamic Revolution, which guarantees the republic and Islamic aspects of the system, constitutional rights and legitimate freedoms.
Noting that the constitution includes both the rights of individual citizens and the duties of officials, he said, "The fact that intellectuals and experts evaluate the quality of the implementation of the principles of the constitution not only in academic and scientific circles, but also to examine and monitor the social fields, it will be very informative and useful."
President Raisi said supervising the implementation of the constitution is effective and productive for both the rights holders and the duty holders so that the rights holders see and know what rights they have according to the constitution and also the duty holders know whether they have fulfilled their duties or not.
He went on to state that if there are inefficiencies in the implementation of the constitution, it should not be blamed on the constitution as a national covenant, according to the official website of the Iranian presidency.
"The constitution contains principles and values such as the republicanism, Islamism, independence and freedom, which are unchangeable, but in addition, the methods and mechanisms of the implementation of the constitution can be changed and improved, and if necessary, the implementation mechanisms can be revised."
Emphasizing that there is no deadlock concerning implementing the constitution, Raisi stated, "The constitution of the Islamic Republic of Iran was drafted, compiled and finalized in such a way that we will not face any deadlocks in its implementation and in the administration of the country's affairs, and this is one of the characteristics of our constitution."
Ayatollah Raisi clarified, "Efforts should be made to implement all the principles of the constitution, so that all the rights formulated, regulated and announced in it are fulfilled for the right holders and all the tasks set in the constitution in various executive, legislative and other areas and parts of the system are also fulfilled."
President Raisi added, "It is necessary to hold these meetings and scientific and legal summits in order to inform all officials and people throughout the country and all institutions."
Ayatollah added, "The third point is that the implementers should be asked if they have faced any obstacles and problems in the implementation of their mandated tasks in the constitution or not".
He said, "Basically, popularizing the implementation and monitoring of the Constitution means that all the people and departments should have a role in this."
He added, "Education on the rights and principles of the constitution in the first step makes people familiar with their rights and in the second step makes them demand their rights based on information and awareness."
Stating that the progressive principle of enjoining good and forbidding evil is one of our progressive religious, cultural and legal principles, Ayatollah Raisi said, "People's familiarity with the constitution and their awareness of their rights makes people commit themselves and be responsible for demanding these rights."
