TEHRAN – Iranian Ambassador to the Republic of Azerbaijan Seyed Abbas Mousavi has met with Khalaf Khalafov, a representative of the President of Azerbaijan on special assignments.

Mousavi and Khalafov discussed bilateral issues and the latest developments in the Karabakh region, according to Iran’s state news agency IRNA. 

The meeting comes amid heightened tensions between Armenia and Azerbaijan over the Karabakh region. 

On September 28, Baku and the Armenians of the Karabakh region reached a ceasefire agreement under which Karabakh Armenians surrendered and announced a self-dissolution of all the institutions they established in the breakaway region. Consequently, a huge number of Karabakh Armenians departed their homeland for neighboring Armenia. The departure of Karabakh Armenians took place in the wake of the surrender agreement between the Republic of Azerbaijan and the local authorities of the disputed region.

The Azerbaijani forces entered the region following the announcement. 

The complete departure of Karabakh Armenians could potentially put an end to the decades-long conflict over the region and pave the way for a peace agreement between Baku and Yerevan, all at the expense of the historical residents of the Karabakh region.

Iran is considering sending humanitarian aid to the displaced population of the Karabakh region. An Iranian lawmaker, who is originally Armenian, has said that the authorities in Iran are considering sending humanitarian aid to Armenia amid an exodus of Karabakh Armenians from the disputed region.

The lawmaker, Robert Beglaryan, told the Armenian news outlet “NEWS am” that Mehdi Sobhani, the Ambassador of Iran to Armenia, has written a letter to the Iranian Ministry of Foreign Affairs urging them to take immediate action and send humanitarian aid from Iran to Armenia.

Beglaryan also mentioned that negotiations had taken place with the Iranian Red Crescent Society.

The Iranian government is in the process of making preparations, according to the Iranian lawmaker.
